A site for people who didn't come by choice.

Nobody visits a state agency site for fun. Someone is looking up a burn permit before a dry season, a land lease, a wildfire boundary near their home — and they need it fast, on a structure that had grown tangled over years of well-meaning additions.

Findable beats complete.

A government site fails not by missing information but by burying it. Everything a citizen needs is usually already there, somewhere. Our job was to rework the navigation so the thing you came for was the thing you found.

The real deliverable is the handoff.

Any agency can pay to have its site cleaned up once. The thing that lasts is being left able to keep it clean — which is why training their staff was never an add-on here. It was the point.
